BJ Penn won both the UFC’s lightweight and welterweight titles, but Dana White believes the fighter never lived up to his full potential.

The 37 year-old Penn is regarded by many as one of the all time greats, but some have questioned whether the Hawaiian star trained as hard as he could have, during certain parts of his career.

Well, recently White was asked by TMZ Sports which fighter had the “most talent”, but the “worst motivation”.  After noting that it was a “loaded question”, White proceeded to say (quote via TMZ Sports):

“B.J. Penn probably should have been one of the best ever … to ever live … to ever do it. B.J. was so talented.”

“I think B.J. in his own words would go back and do things differently if he could.”

Penn is expected to return to the Octagon later this year, after his suspension for violating USADA’s IV policy ends in late September. The legendary fighter hasn’t fought since July, 2014, when he was defeated by Frankie Edgar for a third time.
